The Secondary Technical School has been created from the initiative which has been started by the Serbian Engineering Society in 1894, but the historic events of The Balkan War and The First World War delayed its foundation. The law of the Secondary Technical School in Belgrade was brought on March 30th 1922, and promulgated in the official newspaper of the Kingdom of Serbs, Croats and Slovenes, edition 105, on May 15th of the same year.

Zakon o Srednjoj tehničkoj školi u Beogradu donet je 30. marta 1922. godine, a obnarodovan u Službenim novinama Kraljevine Srba, Hrvata i Slovenaca br. 105, 15. maja iste godine.

The first airplanes of the “Franko-Rumen” Society have landed at the improvised airport of Belgrade near Pančevo on March 25th, 1923 and regular transport of postal items started on April 16th of the same year. On November 20th, 1923, in Novi Sad, Ikarus, the first Serbian airplane industry is being founded, and on April 21th 1924, in Belgrade, The first Serbian airplane factory “Rogožarski”. Under Bežanijska kosa, on March 25th, 1927 the new airport of Belgrade has been solemnly opened. State Technical High School in Belgrade is officially starting work on September 22nd, 1924. From that day up until now, in the building on Boulevard of Vojvoda Bojović the history of Serbian education, industry, and aircraft has been written. Before World War II, a whole sequence of constructors that left an indelible mark on the development of the Serbian aviation industry of those times came out of this school. In the school, in Belgrade, on November 10th, 1934, the Sailing Club and the local board of the Royal Aero Club „Naša krila“ were founded. The sailing group “Ikar” was also established later on. These organizations cooperated with airports in Zemun, Novi Sad and Borovo.

The man who fully marked the period of development of the State Technical High School before the war is its founder and first principal, Josif Bukavac. After World War II, intensive training of pilot-gliders continued in Vršac. A group by the name of “Deveti” founded a school of sailing, and they flew with sailing boats they designed and made themselves. In the school in Belgrade, by order of General Directorate of the Aviation Industry, the Aviation department was established. The first students were enrolled in 1947, and education lasted three years.
